And the other axis: who owns the building

The same physical job is a different project depending on who is allowed to commission it. A house has one decision-maker. A commercial building has an operating tenant underneath. A strata has a corporation, a manager and a budget process.

The permit question, answered once

This is the single most misreported fact about roofing in Kamloops. Search for it and you will find content farms asserting that a full replacement always requires a permit. The City’s own bulletin says otherwise.

So a like-for-like reroof — shingles off, equivalent shingles on, same pitch — is not permit work. What moves a job onto the other side of the line is changing the structure or making the roof permanently heavier. The bulletin’s own examples are changing the pitch, going from shakes to shingles or shingles to clay or stone, and adding dormers, skylights or solar panels.

Which roofing service do I actually need?

Work backwards from what you can observe. Water coming in is leak repair. Something broke during a storm is storm damage. Nothing is obviously wrong but the roof is old is an inspection. Wanting a number for replacing the whole thing is a replacement quote. If none of those fit, describing the symptom to a roofer is enough — identifying the job is part of what they do, not a prerequisite for calling.

Can one Kamloops roofing company do all of these jobs?

Most established local roofers cover shingle work, leak repair, inspections and replacement, and many also do flat roofing, metal and gutters. Specialisation shows up at the edges: a large low-slope commercial membrane, a standing-seam metal assembly, or a complex multi-building strata project are not the same skill set as a residential reroof. Asking what proportion of a company’s work is the thing you need is a fairer question than asking whether they can do it.

Do I have to know what is wrong before requesting a quote?

No, and pretending to know can send the visit down the wrong path.
