This is the single most misreported fact about roofing work in this city, and it is worth getting right before you call anybody. Read the condition carefully, because it is the whole rule: the exemption holds as long as the work leaves the roof’s dead load and slope alone. Strip the old shingles, deal with the damaged deck underneath, lay the same class of material back down, and nothing about the structure has changed. No permit, no application, no waiting.

Why almost every article you’ll find says the opposite. Search for roofing permits in Kamloops and you will hit a run of estimator and home-services sites claiming a full replacement “always” requires a permit, usually with a confident price tag attached. Those pages are not written from the bylaw. They are generic national content with a city name dropped in.

Where the permit line actually falls

The exemption is real but it is narrow, and the boundary is not about cost or scale. It is about weight and shape. Cross either and you are into permit territory.

The material-weight clause is the one that catches people. Going from wood shakes to asphalt shingles, or from shingles up to clay or stone tile, adds dead load to a structure that was engineered for something lighter. That is a permit job regardless of how routine the crew makes it sound. Same story if you take the opportunity to punch in a skylight, add a dormer, or mount solar — the moment the work touches structure, it needs review.

If your job does land on the permit side, the timelines are published. Minor permits typically take about 10 working days; major additions and new construction run two to three weeks. Repairs following a fire or flood are treated differently — the City states those permits are expedited so the repair process is not delayed.

One more detail worth knowing before anyone applies on your behalf: only the property owner can submit the application, or an agent or contractor carrying a signed Owners Authorization Form. If the building is a strata, the application also needs written verification from the strata manager. That requirement is the reason strata roofing runs on a slower clock than a detached house.

Repair or replace — how to actually decide

The honest version of this decision has nothing to do with the age of the roof in years. It has to do with whether the failure is local or general.

Repair is the right call when the problem has a boundary you can draw around it. A section of lifted shingles on one slope. Flashing that has pulled away at a chimney or a valley. Damage traceable to one event, with the rest of the field still flexible and holding its granules. Patch it properly and the roof carries on.

Replacement is the right call when the failure is spread across the whole surface — because a patch set into brittle, sun-cooked shingles usually creates the next leak at the edge of the patch.
